WebIt looks like the reflections in the ENB. If you open the in game menu ( normally 'END' or 'Shift'+'Enter') and uncheck reflections it will fix it. Also, remember hit save profile at the top of the menu. It's an issue with how screen space reflections work, … I've read that it can go away with changing equipped apparel or fast traveling but those don't work for me. Only reloading a save does. Could be related to changing your face in Diamond Cit, not sure. Reloading a save fixes it for me. I encountered this bug on PC and fixed by installing the following mod last week.

For some reason my Pip-Boy and Terminal text color is stuck at white even though in the settings its set to blue. I've tried changing it again, restarting the game, and it's still stuck at white.
