Up to now, all „double“ devices came from a hacker entering the account, by using passwords stolen elsewhere and used to get into the account. This means your current access data is compromised. First try, I finished all the steps on that dialog by clicking "Continue" and doing all the necessary, but still saw "2-step authentication not enabled" once back to the Settings.
