Merits do carry over for the next 4 weeks, but each week's earned merits gets halved each week. They plan to reduce or remove this decay of merits. On level 5 you could reinvest a part of you salery to fill up missing merits by bying powerplay items to keep the level. If you are with hudson, make sure you leave winters alone - you will lose merits for hers. Undermining works the same way for all factions regardless of ethos. 1.
